[This kind that cannot be ignored] Dynamic ReLU: Adaptively Parametric ReLU (reference record 10)

Adaptively Parametric ReLU is a dynamic ReLU(Dynamic ReLU), submitted to IEEE Transactions on Industrial Electronics on May 3, 2019, accepted on January 24, 2020, on February 13, 2020 Announced on IEEE's official website.

Based on Adjustment Record 9 , this article adds shear \ _range = 30 to the data enhancement section to test the adaptively Parametric ReLU(APReLU) activation function in the Cifar10 image set On the effect.
