This is because you have not installed semanage

You can run the following command to install yum install policycoreutils-python

It should be noted that if you are running fedora 31 or a higher version, the above installation may not be installed, indicating that the package was not found.

You can try to run:dnf install policycoreutils-python-utils to install.
